Performance Scorecard
We like to keep things simple with our Performance Counts scorecard. Think of it as our report card that tracks how we’re doing in five key areas:

Each section has specific metrics that help us (and you) see where we’re succeeding and where we need to step up our game.
Ridership Reports
Want to see how many people are riding PSTA? These monthly reports break down ridership numbers by route and service type, providing you with the same data we share with our board and report to the National Transit Database.
Financial Reports
Our comprehensive annual financial reports show exactly how we’re managing public resources. These detailed documents cover everything from revenue sources to operating expenses to capital investments.
Administrative Costs
Florida law requires us to report our administrative expenses, so here are the numbers: For fiscal years 2024 and 2025, our general administrative costs are 13.72% and 13.33% of total operating costs respectively—both below the state average. Our year-over-year increase was just 4.85%, keeping us under the 5% threshold.
Keeping It Clean
Gifts policy: Florida law requires us to disclose any gifts received in exchange for contracts. The short answer? We haven’t received any. We keep our business relationships professional and transparent.

Looking for something that’s not already posted here? We believe making public records easily accessible is an important part of keeping our operations transparent to the community we serve. Under Florida’s Sunshine Law, most of our documents, emails, reports, and other materials are available to anyone who asks.
What are Public Records?
Chapter 119 of the Florida Statutes defines “public records” to mean all documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, or other material—regardless of physical form or how it was sent or received—that we create or get in connection with official PSTA business. The law says these records must be open for inspection by “any person,” except for specific exemptions detailed in state law (like Social Security numbers or ongoing legal matters).

Are There Fees?
We keep costs as low as possible, but there are some fees to cover our actual expenses:
- Single-sided copies: $0.15 each
- Double-sided copies: $0.20 each
- Compact discs: cost of CD
- Postage: Based on weight and delivery type
- Special labor charge: If your request requires extensive clerical or supervisory assistance, or review by legal staff
Payment is required before we release the records or make them available for inspection. We’ll notify you once we’ve determined the estimated costs so there are no surprises.
When Will I Get My Records?
Florida law requires us to respond within a “limited reasonable time”—which is the time it takes to review your request, search for records, retrieve them, and process them for release. Some requests take just a few minutes, while others might take weeks depending on the activity, volume, and scope of what you’re asking for. We’re committed to providing requested records as quickly and efficiently as possible.
