The Pinellas County Transportation Disadvantaged (TD) Program is a state-funded program that provides reduced cost transportation throughout the county to residents who qualify as “Transportation Disadvantaged.”

DO You QUALIFY FOR TD?

Let’s find out. In order to qualify for Transportation Disadvantaged services in Pinellas County, you must:

Live in Pinellas County
Not be able to get a ride from household members for life-sustaining trips including not being able to get free bus rides by showing your ID through the CPASS/UPASS programs.

FREE rides for st. pete Residents

Great news! The St. Petersburg City Council has funded free bus rides for eligible low-income residents when traveling for work, healthcare, and other essential trips. Starting November 1st, if you’re a St. Petersburg resident who qualifies for PSTA’s Transportation Disadvantaged (TD) program, you can ride all PSTA bus services for free.

Here’s how it works: If you’re already TD-eligible AND live within St. Petersburg city limits, you’re all set! Just visit any PSTA terminal starting November 1st to get your $0 monthly TD fare.

Need to get qualified? If you’re not currently in our TD database or need to update your address, no worries—just complete a new TD application with proof of residency.

Need late night service?

Good news for our Transportation Disadvantaged (TD) riders who work those late-night or early-morning shifts! We know getting to and from work can be challenging when regular bus service isn’t running, so we’ve created TD Late Shift to help bridge that gap.

Here’s how it works: If you’re already purchasing your monthly TD fare for $11, you can add Late Shift service for just $9 more, bringing your total monthly package to $20. That’s it – one simple payment that covers both your regular TD service and those crucial late-night rides when you need them most.

Your Monthly TD Package:

Add Late Shift: +$9
Total: $20

TD Late Shift gives you on-demand trips during those hours when regular bus service isn’t available. To qualify, you’ll need to have a job that begins or ends between 10 p.m. and 6 a.m. any day of the week, and purchase both your TD fare and Late Shift service each month.

Complete your application and send it with your required proof of income.

Getting your TD fares

Once you’re approved, just bring a government-issued photo ID to any PSTA Customer Service Center along with cash, credit, or debit to purchase your fare:

10-Day Fare: $5.00
31-Day Fare: $11.00

Your TD fares get loaded onto your Flamingo Fares card, so hold onto it—you’ll use the same card each month when you reload!

HOW TD ACTUALLY WORKS

Let’s talk about how the Transportation Disadvantaged (TD) Program actually works – because understanding the structure helps you know who’s looking out for you and your transportation needs.

PSTA proudly serves as Pinellas County’s Community Transportation Coordinator (CTC), a role we were appointed to by the Florida Commission for the Transportation Disadvantaged. Think of us as your local transit advocates, working every day to make sure this program serves people like you effectively.

We don’t work alone, though. We partner closely with the Local Coordinating Board (LCB) – a group of dedicated folks who make the big policy decisions for the TD Program. This board brings together private citizens, transportation providers, and representatives from agencies across our community who all care about serving the transportation disadvantaged community. They meet every other month (usually the third Tuesday) to keep improving how we serve you. If you’re interested in attending or learning more about these meetings, you can visit our Local Coordination Board page or call Forward Pinellas at 727.464.8250.

Important to Know: Service availability depends on our funding levels – we wish we could serve everyone who needs us, but we’re working within real budget constraints to help as many people as possible.

PSTA Access

If you can’t independently use our regular bus service or travel to bus stops because of a disability, PSTA Access is designed just for you. We offer pre-scheduled, shared rides with door-to-door service—just book by 5:00 PM the day before you need to travel. Our specially-trained drivers have the knowledge and experience to help passengers with all types of disabilities get safely and comfortably to their destinations. Whether it’s a doctor’s appointment, grocery shopping, or meeting friends, we’ve got your back!

Mobility on Demand (MOD)

Mobility-on-Demand (MOD) gives you unshared, curb-to-curb rides through partners like Uber, Lyft, United Taxi, and Wheelchair Transport Service—perfect for those “life happens” moments when you need to get somewhere quickly. Your first 30 rides each month are the same price as regular Access rides, with additional charges for extra rides or longer distances. Keep in mind that unlike our specially-trained Access drivers, most MOD drivers aren’t required to provide assistance to or from your door, so it’s something to consider when booking your ride.
